Hello my friend, this is actually a manga technique, it's very common among Japanese comic series, you can use a 0.1 mm pen and French curves for best result. You can first try drawing a row of parallel curves then turn the French curves slightly to overlap a second row on it. Don't ever press hard and make sure each line doesn't break. If you are not confident enough you can first try by using a sharpened pencil, or do some free-hand experiment, if you managed to create a tidy row of parallel curves then you are close to success.
One common problem is the ink flow, new pens tend to have excessive ink flow that can affect the smoothness of lines, it's much better if you use slightly older pens. Good luck!
